Hiraal Institute’s daily activities is overseen by its Executive Team, which oversees the production and quality control of the institute’s publications.
Hussein is the chairman of the Executive Team.
He has served as the National Security Advisor to President of the Government of Federal Republic of Somalia, Mohamed Abdullahi Farmaajo. Prior to this post, for the more than three years he held a position as a senior security advisor and the principal counterterrorism advisor to President Hassan Sheikh Mohamud. He was also a member of the National Security Council, the highest decision-making body for security issues in the Federal Government of Somalia – of which he fondly took part its recommencement.
He was key in the drafting of and accomplishing several milestone security literature such as the National Security Architecture, National Counterterrorism Strategy, National Strategy and Action Plan for Preventing and Countering Violent Extremism (P/CVE), Amnesty and Reconciliation Policy on Alshabab, and he spearheaded the creation of the Financial Reporting Center (FRC) and High Level Defection Program (HLD).
Outside of the Presidency, Hussein Sheikh-Ali served for more than five years as External Security Director in the Somali National Intelligence and Security Agency (NISA). His portfolio included: counterterrorism, counter piracy, counter intelligence, and liaison work with foreign partners. He also briefly served as Deputy Director General of NISA.
Hussein Sheikh-Ali has an undergraduate degree in History and done masters in Intelligence & Security Studies.
Mohamed is the director of research at Hiraal Institute. He has worked as a journalist covering security issues in Somalia. He has also coordinated the Somali government’s outreach programme to leaders of Al-Shabab.
